In order for a station to receive a Tier 1 rating, it has to be resistant to children and dogs. It must be weather resistant, as well.
EPA Protocols-2012
EPA protocol 1.229 requires that a station can not be opened or have the bait accessed by reaching inside by children. They require that fifty children are tested with a placebo bait.
For dogs, EPA protocol 1.23 had required that 6 dogs could not access the bait inside the station or open it with their jaws for two hours. By working with Bell Labs, they helped EPA to change the testing protocol that requires 12 dogs pass the same test for up to two hours.
